John Mitchell met Vic Phillips who had resigned from North West Leicestershire District Council to become a railway signal man.
Vic Phillips, previously the Chief Housing Officer for the council, resigned to become a railway signalman with British Rail. Additionally, he volunteered at the Shackerstone steam railway in Leicestershire during his free time.
